urges the Government to establish a “national accounting system” of the services provided

VITORIA, 2 ( EUROPA PRESS)

Member of the PSOE for Álava in the Congress, Ramón Jáuregui, has proposed to the central Government to establish a “national accounting system” of health services that each autonomous community provides to the residents in border areas, through which financial compensation is paid at year end by the communities themselves is set.

The month of September, the Government of La Rioja decided to reject the referrals of patients resident in La Rioja alavesa. Thereafter discussions between the Basque Executive and the Riojan were held to restore health assistance until then.

Finally, in December was signed a “transitional arrangement” whereby La Rioja is committed to continue to provide medical assistance, and agreed to account for the exchange of benefits made by both communities. This agreement governed until February 29, but it may be extended for periods of a month, which has made it possible to extend until March 28.

Recently, the PSOE presented in the Congress of Deputies a non legislative proposal, signed by Jáuregui, which urged the central Government to promote an agreement that articulase the sanitary assistance between neighbouring communities in the Interterritorial Council of the national health system. The Interterritorial Council addressed this issue at its meeting this week.

In this sense, Jáuregui pointed out in a press conference that “there is no more remedy” which establish a system through which accounted for health benefits between autonomous and becomes a financial compensation at end of each year between own autonomy.

Has also housed the Ministry of health to ensure, meanwhile, “that no community leave without toilet citizen”. In turn, he has urged ensure extension of existing conventions, such as the subscribed between the Basque country and La Rioja, the time needed until you install the system proposed by the Socialists.

Jáuregui has clarified that not it would be an Interterritorial cohesion fund as it already exists to cover those health services not available to a community but the autonomy nearby, as it is the case with certain transplants. This Fund pays for the central Government.

“Talk about an accounting system inter-territorial allowing offset allowances between the autonomous communities”. “They would be paid between them, but is the State which must implement the system whereby the territorial accounting”, has been added.

“BASQUE country would benefit”

Through this system, as he has pointed out the Socialist Deputy, Basque “would largely benefit”, because the level of health care benefits offered to neighbouring communities (La Rioja, Cantabria, Navarra and Castilla y León) “is much greater than what it receives”.

In this regard, has pointed out that the deficit for the provision of health services has the Basque country with its neighboring communities “is very broad,” to the extent that “spends about three times more than what receives”.

Jáuregui has considered that “very serious”, is a matter of that “the unilateral action of the President of the Rioja, Pedro Sanz, has opened a tap in the national health system”.

“ANTIAUTONOMISTA”

In this line, has described “antiautonomista” Sanz position thereon, “he questioned the autonomic Division of the health management system, and if citizens understand that transfer is just produced a loss of rights, you’ll end up calling for the transfer of the system to the centralization”, which, as it has been pointed out, is “absurd and very serious”.

In view of Jáuregui, this issue must be resolved at the national level because “it is not only a problem of this particular limit area” of La Rioja with the Basque country, but “there are hundreds of cases of neighbouring places that are being cared for by health services of neighboring communities”.

Therefore has estimated that it is “very important” that will put in place the Socialist proposal, because do not, “the very serious tap which has opened with a performance of La Rioja can spread and do skip the system”.

Has also called on the PP to vote in favour of the proposal, given that “the parliamentary mandate will constitute an unequivocal call to resolve this serious problem”.
