COCEMFE claiming consensus for promoting personal autonomy.

Madrid, 2011-October the Spanish Confederation of people with physical disability and organic (COCEMFE) calls on the political forces who are elected in general elections, which reach a broad consensus on the implementation, development and improvement of the law of Personal autonomy and care for people in situation of dependence; as well as the implementation of the resolutions adopted at the Congress after the discussion of the State of the nation in 2010 to achieve optimal provision of services and aid, the sustainability of the system and promoting the personal autonomy.

The President of COCEMFE, Mario García, ensures that the financial envelope provided for by law has been inadequate. Now we have to adapt the financing to the reality in order to provide a proper attention to the rights arising by law, and in no case may depend on the budgetary possibilities of agreements between the central administration and the autonomous communities or ”.

The current predominantly welfare model needs to move to one based on the prevention of dependence caused by a disability. It also considers that services for the promotion, maintenance and recovery of functional autonomy, it must also include and for all grades, therapeutic treatments and rehabilitation than by means of appropriate techniques to maintain and enhance the capabilities of persons with disabilities, to delay their functional deterioration and avoid injuries, in many cases irreparable, which would allow a significant reduction in the number of dependents in greater degree.

Disability sector also claims the approval of the Plan of care to children under three years in situation of unit to facilitate early intervention and rehabilitation of their capacities; and that for the co-payment be taken into account only income of the dependent person, in any case those of the family, and the participation of the user to be a maximum of 75%, being exempt users whose income does not exceed 2.5 times the minimum professional wage.

Finally, COCEMFE denounces the prevalent throughout the country which is to blur the specific policies of disability or even replace them with other caring for dependent people, leaving out thousands of people with disabilities have no recognized any degree of dependence. The maintenance of these policies is needed because disability has a proper and accurate identity strategies and devices designed specifically for this reality.
