So called care and denunciation of the Forum of the medical profession the situation of deterioration of the SNS.

As medical professionals, we cannot deny or ignore the reality but indiscriminate cuts in health condition serious response to the healthcare needs of citizens. The way and model of implementation of the economic restrictions imposed are erroneous and unfair because identical budget you can do differently with minor damage.

Our first criticism is the political class by not having managed to anticipating and managing a situation which, while it fits into an international crisis, in our country presents specific characters.

The national system of health (SNS) accumulates progressive debts. Refers to 20,000 million euros but the final truth is not known, or as it is distributed between the different autonomous communities or not as it is structured by budget items.

Spanish doctors have spent years calling for a health policy that, first, to ensure sufficient resources and then ensure its quality and optimal management.

We have a health system fragmented, heterogeneous, which does not offer the same benefits according to the ACS. concerned, with inadequate management of resources, a disinterest of the directive class and an excessive bureaucratization.

Doctors have the right to criticize the lack of measures to economic inefficiencies in the public sector and oppose inadequate forms and indiscriminate cuts being made and that is why we demand:

1. A Covenant of State for health to make health financing of a SNS that has already proven to be the best possible and sustainable at a reasonable price. This compact, in our opinion, must meet the following premises:

to) an agreement at the highest political level to not use healthcare for partisan purposes, that enables to achieve real budgets and finalists, which respond to a clearly defined service portfolio and which respects the principles of equity, universality and solidarity.

(b) a coordinated and coherent policy of resources for all ACS.

(c) development of a policy of human resources to enable the future planning of doctors, that an end to the differences in working conditions between the autonomous communities.

2 To increase productivity and efficiency of the SNS by means of a structural reform plan that takes into account the minimization of bureaucracy.

3. The Inter-territorial Council of the SNS is to work with criteria of cohesion and enforceable.

4 Develop the LOPS, stop found after eight years of being adopted.

5. To change the remuneration model of professionals for linking much of the same performance and quality.

6 Refuse the application of the tax cuts that are causing noticeable loss of quality of care of patients.

We call the attention of doctors, that the situation that we denounce has just begun, threat be long, complex and unpredictable consequences.

We must alert any signs of progressive deterioration of the SNS and loss of quality.

Accordingly, we ask doctors and their organizations the utmost responsibility, availability and coordination to respond with measures in defence of the health of citizens.

They are members of the Forum of the medical profession: the College medical organization (WTO), the National Confederation of doctors unions (CESM), the Federation of associations scientific – medical Spanish (FACME), the National Council of specialities in health science (CNECS), the National Conference of Deans of faculties of Medicine (CNDFM), and the State Council of students of Medicine (CEEM).
