COCEMFE criticizes new cuts by injure people more vulnerable.

Madrid, January 2012- the Spanish Confederation of people with physical disability and organic (COCEMFE) shows its absolute rejection of the recent cuts in personal autonomy, development and r & d cooperation approved the past Wednesday 11 at the Congress of Deputies.

For the President of COCEMFE, Mario García, the one-year moratorium decreed by the Executive is unacceptable and that paralyzes the deployment of the law of Personal autonomy and dependence to again extend its beneficiaries with moderate unit pending ”.

People who need daily assistance at least once a day to perform basic activities will have to wait until 2013 to exercise subjective rights which the law recognized them five years ago and now a decree without consultations has snatched them at the gates start to enjoy them ”explains the President of the entity.

COCEMFE believes that rights arising by law under no circumstances may depend on the budgetary possibilities or agreements between the central administration and the autonomous communities, and much less be subject to cuts as the carried out now.

For this reason, from the disability sector would appeal both the Executive and Parliament, the regional Governments and local corporations with movements citizens involved in their development do as soon as the balance sheet required by the law itself, and we are proposing a Pact State comprehensive reforms and revisions that need autonomy and dependence care system.

This review, COCEMFE considered urgent to make the system more sustainable and rational with financing adapted to the reality, in no case must enter cuts or setbacks in protection, whose implementation by itself is already generating excessive delays and poor attention in many cases.

Also, COCEMFE rejects again cut the budget for subsidies for development aid as this unjust measure which directly affects the most vulnerable and that more are suffering from the effects of the economic crisis.

Similarly, the entity requests that this reduction does not affect the projects that developed NGOs, given that it represents a fraction of the total investment in the development cooperation and represents a kind of much more direct aid to the beneficiaries who need it most.

Finally, COCEMFE opposed to reduce investment in r & d, since it would mean another blow to the scientific, and technological evolution that has helped so much to improve the quality of life of persons with disabilities, but which still has a long way to go in the early detection of diseasesthe improvement of the treatments and the cure for those diseases is not yet possible.
