Conclusions of the Forum of doctors of attention primary.

Madrid, January 2012.- following the last Thursday of the physicians forum for primary care, the Spanish Association of Pediatrics of primary care (pediatricians), the National Confederation of trade unions (CESM), the College medical organization (WTO), the Spanish society of physicians in primary care (SEMERGEN), the Spanish society of Medicine of family and community (semFYC), the Spanish society of General physicians and family (SEMG) and the Spanish society of Pediatric Extrahospitalaria and primary care (SEPEAP), outlined the following conclusions:

are aware of the current situation of economic crisis, but can not accept the excuse of the inevitable ”, being taken a series of measures that have not been sufficiently explained and less still discussed by the legitimate representatives, stealing us detailed knowledge of the reality and dialogue.

are convinced that the improvement of primary care is essential for the sustainability of the health system and Moreover, saving resources.

Collaborate and provide technical and scientific expertise to the Ministry of health, social services and equality, to the autonomous communities and to the Interterritorial Council remains our intention. For this reason, we request a meeting with the Minister of health, which we will raise all the pending issues and the conclusions of the meeting of last Thursday, that then we’ll move:

1. We call for access to the real knowledge of the situation of the different CC deficit. AA and how it is structured in the various budget items.

2 We offer our dialogue and negotiations for the implementation of the measures deemed necessary, but that in no case are measures linear, indiscriminate, strictly economicistas and without any technical clinical assessment that are affecting the quality of care of patients.

3 We require the proper functioning of the Interterritorial Council as real entity cohesive, with a capacity of Executive and a guarantor of equity of the national system of health (SN), to avoid unilateral actions which endanger the essential fairness of the system and their survival.

4 Is necessary the immediate implementation of the proposed measures, more than one year ago, the physicians Forum of AP, both to minimize bureaucracy and to make structural changes to enhance the response capacity of primary care based and therefore, the cornerstone of sustainability of our health system efficiency.

5 We believe that citizens and professionals have the social duty and ethics to ensure the proper use of the services, but also have a moral obligation to denounce the deterioration of one of the basic pillars of our welfare system. For this reason we urge both to be vigilant and denounce the deterioration or decline in quality of our system and in this regard, the Forum wants to contribute to this by launching an Observatory doctor of attention primary, which will alert cases in which the different CC. AA cross the red line that affects the quality of the care.

6. We express our unequivocal commitment to a public health system and Universal and a primary axis of the system, which should provide adequate budgets, but also correct the inefficiencies that we have been repeatedly denouncing carefully.

7. Urge professionals in primary care to publicize and to continue rejecting interference in the medical act that affect the quality of care. Citizens can continue to rely on your primary care doctor will look for the quality of care.
