Logroño, 5 Dec (EFE).-La Rioja health counselor José Ignacio Nieto said today that will be primary and specialized health care the Basques of the neighboring towns when signing an interim agreement between La Rioja and Basque Governments, which has not occurred.
Grandson, after opening an exhibition on volunteering in Hospital San Pedro de Logroño, has told journalists La Rioja negotiates with the Basque country and Navarra how to achieve this transitional arrangement, giving time to reach a solution after all.
“Is the moment we are negotiating, and I will continue in the line that I have followed so far, not revealing the terms of the agreement, the transitional or final, will cost a little more”, emphasised Advisor.
Nieto has added that the transitional arrangement, which will report when it is a reality, “not you can chop” and, once signed, “it will be applied and must be completed fully, not by Parties”.
This agreement letter, which has a number of provisions that he has not detailed, it will be temporary because it will serve for a time until the Governments concerned will have a definitive solution to this situation since last September.
La Rioja, since that date, the Government decided to not further attention primary and specialized to the patients of the bordering La Rioja, Navarre and Basque towns although it continues to do with the cited prior to September, as well as emergencies and displaced persons, as it forces the rule.
Nieto has pointed out that these negotiations, basically perform the directors of health, not the Presidents of the Government autonomy, and do so with every means at its disposal, such as telephone and postal electronic.
These media facilitate progress in the negotiations and do not need to wait to meet advisers, according to Nieto, who does not believe to keep today a meeting with his counterpart in Basque, Rafael Bengoa, nor in Logroño or anywhere else, although continuing the negotiation.
“To negotiate, the important thing is desire and willingness to reach a final,” said Rioja Advisor, who has insisted that “If there is no signing of the interim agreement, there will be an application by Parties”.
He has acknowledged that, currently, the situation with Navarre is similar to the of the Basque country, so it also negotiates a transitional arrangement to then try to reach something definitive.
“Has been easier to talk to Navarre to the Basque country, but, at the end and that we are defending are still the interests of the La Rioja”, pointed.
Also mentioned that it is now on the line to be able to resolve the situation, “but it is temporarily, with a view to a definitive issue”, who believes that the issue is important.
Nieto has stressed that all negotiator wants to reach a solution as soon as possible but must be the appropriate solution, and therefore must always take the time necessary.
