The community starts delivery of informative health bill.

-Madrid joins other autonomies to involve the population in the knowledge of health expenditure

-La Paz will issue the first document, which will be in a patient treated in largest ambulatory surgery

Madrid, 2011-September the Ministry of health of the Madrid will begin to distribute today 14 September informative health bill to patients who are treated in Major outpatient surgery at the Hospital Universitario La Paz, as reported by the Health Minister, Javier Fernández-Lasquetty.

As of today will be progressively delivered to all patients surgery more ambulatory of the Hospital La Paz, and subsequently, as of October, will be given to patients who also come to largest ambulatory surgery (CMA) in Santa Cristina, Prince of Asturias, Niño Jesús hospitalOctober 12, Getafe and Móstoles. In December, is provided for delivery at the time of discharge from the first informative invoice for hospitalization in La Paz and, at the end of that same month, extends the invoice by CMA in the rest of the Madrid public hospitals.

In the first half of 2012, will be effective the delivery of this document to the rest of the network of public hospitals inpatients. In addition, in March 2012, it will begin sending, in this case by mail, the first informative invoices by the use of hospital emergency and primary care during 2011. It’s a consignment addressed to those patients who have used the services of primary more than five times a year (EU average attendance rate) and emergency services.

Informative health bill for hospitalization will consist of the breakdown of the expenditure of several concepts: stay in plant, expenses of pharmacy, laboratory and diagnostic tests. For the calculation of the costs are based on the analytical accounting of the SERMAS and costs will common to all hospitals.

The sole purpose of this measure is to inform the people of Madrid the cost posed health benefits who receive and always cover through taxes paid by all citizens. The paper clearly show that it is an informative invoice.

Informative health bill is an initiative whose basic lines were drawn in the meeting of the plenary session of the Council Interterritorial of the national health system held on March 18, 2010, between the autonomous communities and the Ministry of health, and which have already joined other autonomies as Andalusia and Valencia.

The community of Madrid wants to stress that the measure is strictly informative and that in any case it will be the collection of any amount of money for health services rendered. Users who receive this informative invoice will receive an explanatory text that will be placed on the strictly informational aim of the paper.

In cases of hospital processes and largest ambulatory surgery, the informative invoice will be included in the folder Guide information to the high ”, who received the patient at the time of hospital discharge.

Health Minister Javier Fernández-Lasquetty has had several meetings with representatives of the College of physicians of Madrid, of Nursing College, Madrid, of the College of pharmacists; Attention of primary, Somamfyc, Semergen and Semg societies; the Superior Council of health, the General Alliance of patients, the Federation of associations scientific medical Spanish (FACME), as well as with representatives of the main unions of health to report on this project and the views of each of these professionals. Are also planned meetings this week with the Madrid Federation of municipalities and with the Council of consumption of the community of Madrid.
