Madrid, January 2013.- the Ministry of health of the community of Madrid categorically denies that the managers of public hospitals charge bonuses. Salaries that perceive management teams are public and completely transparent, since they contained within budgets that are presented, discussed and approved in the Madrid Assembly and reflect the maximum quantities that may receive if previously established and published targets are met.
These fees, different depending on their category and responsibility, are not any bonus, and also charge them the rest of the workforce.
In fact, there are doctors working in public hospitals who have salaries exceeding of the management teams.
The variable part of the salaries of health personnel and, also management teams, are calculated based on the fulfilment of objectives related to the healthcare activity and its quality, continuity assistance.
Within these objectives include those of surgical activity in workday, maximum delay of patients waiting, performance of equipment, average stay Presurgical or observation, degree of overall satisfaction of patients, improvement actions, objectives of patient safety, professional training, prevention of infections, mortality, complications.
The degree of fulfillment of these goals, not only has an impact on the part of variable salary of management teams, but also on variable supplements from the rest of the healthcare personnel from each hospital and that is spread on each service, as they have complied or not some pre-established criteria.
these varying complements of salary are delivered to account partly (18% each month), while the remainder is settled at end of the year, depending on the degree of achievement of objectives. If the sums received to account, exceeded that correspond them by not having fulfilled the preset objectives, they have to return them.
In 2012, once verified the fulfilment of objectives relating to 2011, health professionals – managers or non – charged an average of 88% of the fulfillment of objectives.
Within the network of Madrid hospitals – regardless of that have shape Foundation, public company or hospital – 282 professionals that occupy management positions with various responsibilities (managing director, medical director, director of nursing and Assistant Directors of nursing management, surgical Assistant Director, Deputy Director for management, director).
